To date, the scheduled publication date of a social care Green Paper has been missed five times. However, it was reported in the Financial Times in July 2019 that a White Paper setting out the Government’s policy position would be published instead.
This is according to the August 2019 paper from the House of Commons library on the Government’s ongoing review of social care policy.
The report finds:
- The publication of a Green Paper will presumably provide a clearer idea of the financial support individuals might be entitled to in the future – and how they can start planning their own finances for that
- The Paper will also include new, and perhaps radical, solutions to the issue of social care funding as well as an assessment of existing approaches
- Green Paper will only be a consultation, and further clarification of the Government’s policy intent will have to wait until it publishes its response to the consultation.
