Prison Reform Trust and Zahid Mubarek Trust report: Tackling Discrimination in Prison

Under the Equality Act 2010, all prisons have three duties:

  • Eliminate unlawful discrimination, harassment and victimisation…
  • Advance equality of opportunity…
  • Foster good relations between people who share a protected characteristic and those who do not

This April 2017 report on discrimination in prison (pdf) finds disproportionate outcomes for prisoners with protected characteristics.

The report represents the first formal study of the discrimination incident reporting process since its introduction more than five years ago. The report explores the ways prisons respond to discrimination incidents, based on an analysis of 610 discrimination reports, and identifies learning opportunities both for the prisons and the prison service.
