Report: ‘Responsible Reform: Open Public Services for All’

On 23 February 2012, the Centre for Local Economic Strategies and North West Infrastructure Partnership published their joint report ‘Responsible Reform: Open Public Services for All’.

The report argues that while the Big State failed to create resilient communities, the Small State is destroying what remains. It proposes a model of reform, through the use of ‘small state equality’, that will build local economic and social resilience. It also proposes a model of commissioning that brings together the best aspects of empowerment, decentralisation and accountability.
