Children’s Commissioner report: Stability Index 2017

The Children’s Commissioner’s Stability Index (pdf) is a measure of stability for looked after children, bringing together data on care placements, schools and social workers. This April 2017 report provides analysis and insight on the experiences of stability for children in care.

The Index uses three aspects of children’s experiences of care to measure stability:  placement moves, school moves, and changes in social worker. The report emphasises the importance of stability for children in care, finding that 71% of all children in care in England had experienced a change in their placement school or social worker over a 12 month period.
The current findings are exploratory, intended as a first step in the long term development of the Stability Index.
