These cases considered the reduction of services to disabled tenants in sheltered accommodation.
Outcome
Although it would have been good practice to make an express reference to the Equality Duty, and this had not been done, the Councils had nevertheless substantially complied with the Duty because the decisions were made in the exclusively in the context of disabled peoples needs.
